International Best Practices

The International Transparency Center is an international curator of documents describing International Best Practices for integrated transparency in support of the theme "Building World Class Transparency." The following publications are provided exclusively by the International Transparency Center.

Transparency in Public Tendering - A Design Handbook - The Marx Group 2012. This handbook provides information for designing transparent public tenders and includes detailed process maps and descriptions of business processes and transparency controls for tender planning, preparation of tender documents, bid receipt and evaluation, negotiation and award of contracts. The handbook (e-book version) is free to ministries, or may be purchased by the general public.

Transparency in Public Tendering of Natural Resources -- The Marx Group 2015. This comprehensive manual provides detailed information for planning, promoting, designing, conducting and managing transparent public tenders for hydrocarbons and mineral resources. The manual includes detailed process maps and descriptions of business processes and transparency controls for tender planning, preparation of tender documents, bid receipt and evaluation, negotiation, approval, award of contracts and post-award contract management. The manual includes example tender documents and contracts. The manual compiles international best practices and lessons learned in 2012-2014. The manual will be available for purchase in June 2015.
